Nah, it costs the same. He has EN Save by default in OG1, so it technically costs less there... until you replace it with something better.

Keep in mind that the unit in this video is his old mass produced Gespenst; immediately after this scenario, he upgrades to the Mk-II M Custom. That unit has no standard Jet Magnum, though it has S and Jet Phantom.

Well, SRW is the only mecha game where grunt mechas aren't just cannon fodder, have special attacks, and can pwn other super robots... well maybe this only applies to the gespenst.
