Both are good, it's just people's opinions on who thinks what is better.
But I agree, I liked fighting Omega Zero more than Weil, because he actually was pretty random. Plus I think MMZ3 was when he was most powerful...just my thought! =D. Just wish Zero didn't die because of that bastard...

The recoil rod was far better to use if used properly. Not as a damage tool, but as an evasion tool to jump 2.5 times higher + double jump = over powered.
The shield boomerang is the best weapon to use on Hard mode, because it ironically does the best damage, and you can actually apply elemental damage to the bosses efficently. As well, if you jump and dash at the same time while charging it, you will indeed actually dash, which you aren't supposed to be able to do.

@HolyHeeroYui didn't like it much, if only it kept circling around lolz. i like recoil rod as a melee weapon but not for megaman zero. saber/buster all the way DX and jump slashes owo

I liked Zero WAAAAAAAAAAAAAYYYY Better then X. Both in games, AND in character design. (Character design being the Zero in the Zero series rather the Zero in the X series)
Waking up in a world, not knowing who you are, and the world itself is on its last legs. He searches for his purpose, while helping keep alive an army that is about to perish to a government gone bad, by a copy of his partner, X.
The X series is just.... Sigma... Sigma... More Sigma...
