Forgot to add.
If using canned compressed air, spray a small blast away from the player first before air blasting the optics clean. This may help to clear out any fluid contents.

Plus, this might seem obvious, but it also wouldn't hurt to go ahead and clean the optics.
You can use canned compressed air, but be careful to keep the can upright, especially if it's a new can. If the can is not upright, the fluid contents can spray out and cause damage.

Once cleaned and dried, insert the ribbon back into place. Do this carefully, but you must also make sure the ribbon is fully inserted back into place. Once you've made sure it's in, push down on the socket's retainer to lock the ribbon into place.
Mount the upper part of the clamper and try again.

To get to the socket, open the player's drawer and then unplug the player. Undo four screws, on the top of the player with two screws on one side and two on the other, that secure the top part of the clamper onto the player chassis.
Again, BE CAREFUL! It can be fairly easy to tear the ribbon and/or damage the socket and its retainer.
Once you have the ribbon disconnected, clean the contacts with a swab lightly dampened with rubbing alcohol.

The only thing I can suggest would be trying to redo the connection of the optical pickup to the player.
On the pickup, follow the ribbon to where it attaches to a board. It should be connected to a black socket.
On top of this socket should be a retainer which secures the end of the ribbon in place. You will have to carefully pull the retainer up to release the ribbon and the carefully pull the ribbon out.

It's clamping properly, so that's not the issue.
However, does the optical pickup move at all? It looks like the slider mechanism is not functioning.
Can you manipulate the slider mechanism manually (with the machine off, of course)?
On 2:52 on the right of the screen is one big white pulley driven via belt by a black pulley attached to a motor. Try manually rotating it. Does it move or is it frozen?
What may be happening is that the slider mechanism is not able to move the pickup. There are two positions, one for CD and another for LD.
Plus, the pickup not moving will result in the mistracking we're hearing as the pickup can't move to where it must go to start play.
