1)download counter strike.

Counter Strike: http://files.tac-ops.net/cstrike/?sort=name&order=desc

2)download Master server.

Download http://www.megaupload.com/?d=NORIQNYG
PLace the Vdf in ur server folder. C:\Program Files\Counter-Strike
enter the folder config, and put it inside, replacing the old one. Then right click it properties read only.
For Source games: enter the folder platform, then config and put it inside, replacing the old one. Then right click it properties read only.

Am I the only on to get the error "You do not have access to this file, bla bla..." I got this recently, and I've tried to download it several times without sucsess.

Is the file corrupt or is it just my computer?
