I wouldn't say broad daylight, it's mostly cloudy out. In the anime Seras could go out in daylight, but usually wore sunglasses. She can probably go out in partial sunlight, but not on a clear day. In the manga in volume 7 it said Seras could go out in the sun after drinking blood. In the manga Alucard said the sun wasn't his mortal enemy, he just hates it. But he is also an ancient vampire so... Yeah.
Summary; vampires can go out in the sun. But it most likely causes slight discomfort.

How can Seras Victoria be standing in broad daylight without any form of protection?
Anyone who have seen OVA 3 should know that she is highly sensitive to daylight as she has not yet drunk any blood.
