The tragedy was a result of improper training of the officer. He was given a shotgun and told it contained "non-lethal" rounds. While it did contain rubber baton rounds he was not taught about the standoff distance required and fired it point-blank at the person running out of the building. It is a tragedy but in the individual officers case it was an error and not intentional brutality. It occurred in November 1996.
