What exactly were they celebrating? I don't think it was Phil's birthday. Was it him becoming boss? This is only a couple of episodes before the war starts, but everyone's chummy at this party.

@kingofallwhites : What's worse is that you're completely ignoring everything I said. As I watch this show, I don't look at the mob in a glorious light. I thank God I was never part of it, and would never want to partake in such activity. Yes, it's a tragedy that most Italian actors can't play parts except for Mobsters, and even an episode of The Sopranos addresses this. Hell, the non-stereotypical Italians in the show address the fact of how their pissed off they get stereotyped by people.
