actually he literally is ichigo. so when ichigo gets stronger or learns sumthing new, hollow ichigo does the same. they're always on the same level but hollow ichigo knws how to control the power better. and no, he actually is losing control bc ichigo starts to be able to control the hollow form without any side effects. the only problem is ichigo can only hold hollow form for maybe 15 secs at the most but in that 15 secs it can turn the whole fight around.
