Umm, no. He was accused of adultery, which was a proven accusation. He had sex with Elsa (the german junkie whore) in manifest destiny. He cheated on his wife. He didn't get the morphine of the streets also. He just found who was doing the deals and who came up with the idea of the heist.

Phelps end his life for once reason, To prove the chief that he was wrongly accused. I feel bad once he died. Besides there's nothing for him to do but to live with his misery life being taunted about the junkie whore (sorry). But on the bright side, he did 3 things that helped the LAPD: Get the sex fiend off the street, Got the Morphine off the street, and He cracked the puzzle of who kept burning down the houses.
