Tennessee Safety and Homeland Security Commissioner Bill Gibbons said he was not a part of writing the new policy that creates a curfew and new protest permit requirements but says the state can't provide 24/7 protection for protesters who complained of safety concerns up to a week before the state decided to remove "Occupy Nashville" protesters from Legislative Plaza.
