it's an audio artifact that was introduced by the youtube compression. It's not present on the original. It is kind of annoying, but hopefully you can hear past it.

the name of the song? hmm, have you looked at the either the title of the clip or up in the description where I wrote the title? :)
no tabs, but the chords to the song are basically Dbmaj, Dbmin, then a ii-v back to Dbmaj (Ebm-Ab7).
The bridge is ii-v to Ab then ii-v to C
