Yes, those are 22 to 25 mili amperes measured on DC current setting and 9 volts.

This is the slowest Keppe motor on the you tube , may I suggest that the frequency video is synchronized to show that is really really fast!!!
However I feel that any thing slow really really cool...I will post a video reply ...Al...

Hi! It is the camera. Depending on the voltage you can reach up to 3000 RPM. It just shows the principle and how little Amps are beeing used. Expecting your video. Cheers

So that propeller is basically using no battery power???

9V x 0,022 A = 0.2 Watts are being used by the motor with that propeller. Using a NIMH AKKU 9 V BLOCK 250 mAh shown in the film, means 250/22 = 11 hours of use.
