The govt should intervene - Aside from individual financial loss, the health and safety hazards caused by ankle-deep seas of junk mail*, accumulating in hallways & lounges etc., could cause the elderly fall accidents, vermin nesting & fire. All avoidable NHS & Public Services expenses, if all this ephemera wasn't accumulating on a daily basis in vulnerable peoples' homes. (*witnessed at own mothers' home).
