Why yes he was, but Zedd was still more Iconic, and the first true Badass to really put the rangers to the test from the very start. Then soccer-moms got all pissed off about how evil he was and they had to tone him down.

I allways imagined that Z was a warrior once who wore the same metal sheld and mask he wears hear only it was armor then but when the zeo crystal burned he's skin off it molded the metal to he's body and now all he can do is have them tubes all over him to keep him alive, Kinda like what happend to Skelators face in He-Man, Zedd rules all greatest power rangers vilan EVER!

I THINK LORD ZEDD WILL BE CONSIDERED THE GREATEST VILLAIN BY THE POWER RANGERS FANS FOR MANY REASONS BUT BECAUSE... HE MADE SHIT HAPPEN. YOU CAN DISREGARD ALOT OF SHIT THAT HAPPENED IN SEASON 1 RELATIVE TO THE WHOLE SERIES BUT ALOT OF SHIT HAPPENED IN SEASON 2. BUT IN POLLS, RITA WILL ALWAYS BEAT ZEDD OUT BY PEOPLE WHO ARENT REALLY FANS BUT LIKE IT FOR "NOSTALGIA" OR "OLD SCHOOL" REASONS. NOT TO MENTION SHE'S ICONIC WITH FIRST SERIES INTRO "AFTER 10,000 YEARS" ETC. AND "MAKE MY MONSTER GROW".
