Yeah, it's to his daughter Heather. According to an interview he was diddling around on the piano and came up with this tune which he thought was nothing, but his daughter Heather heard it from the other room and asked what Beatles song it was from. When he said it wasn't from any song, he was just messing around, she urged him to get it on tape because she loved it. So he later decided to put it on the album and call it Heather.
It's NOT to that other Heather.
