A lot of people complain about huge amounts of legislation, but it keeps people in work, I get the impression that this is somewhat the purpose of a lot of it.
As to biofuels, they are at present socially unsustainable in my view. It seems the EU are looking to repeal their "10% by 2010" targets for biofuel in petrol.
