amnesty should be given, but there should be qualifications like proof that they have lived here for a certain amount of time. ability to actually read n write in english proficiently enough to understand a decent conversation. The way things are i think its fucked up . but i honestly think no matter what you do its always gonna be there.. just like drugs. you can clog up one pipeline... another opens up..
