Hmm, this is all seeming really contrived and detracting from the whole appeal of online multiplayer FPS games.
I'll keep an eye out for it, might rent it but this is just not my most anticipated game.

As for their subordinates, military discipline doesn't work well in a video game. You can't force them to do push ups or threaten them with court martial. What DOES work well are incentives and rewards. As the developer stated, people receive bonus XP for following their leader's commands, which allows them to advance faster and gain access to new weapons and such more quickly. This alone is a good reason to follow orders, even if the one giving them is incompetent.

Valid, but I think you're taking too limited a view. There will be 16 squad leaders, 4 platoon leaders, and 1 OIC. That boosts your percentages. Not all players will want the responsibility of leadership, so they may opt out or settle for a lower ranked role. They can be happy just playing a standard FPS. Those who DO want leadership roles can compete for those and are given strong incentives to do well and play well.

Well I see a problem with that, for 1 person on each side they can have "fun" as the commander with limited FPS gameplay but that is only going to be 1 out of 128 = 0.78% of players will actually be reaping the benefit of commander mode.
or at least 99.22% of the time players are going to be bossed around by another player that they most likely don't trust in their leadership or at least think they know better. I mean this is a game, there is no military discipline to ensure order following.

Its got the command structure as a major draw. The fact that people can earn leadership points and become commanders of 127 other people is a HUGE reason to play this game as often as possible. It also keeps things from getting too chaotic.
PLUS the Squad, Platoon, and OIC leaders get special abilities like airstrikes and cluster bombs that they can access as needed to strategically advance their team's goals (unlike in COD4 where you have to earn such things through kill streaks.)
