right, but salute shells (now) over 2.5oz are considered DOT 1.1g for transportation purposes. and as i understand it, the new 3" salute shells from china are being cut with black powder to keep the flash content at or under 2.5oz.
as well as shells over 10", are now considered DOT 1.1g

I'm quite sure that Explods, Cobra 6, zink 901 signal rocket and also Salute shells are 1.1G.
1.1G explains a group pf chemicals, explosives that when ignite, they all mass-explode.
