Or maybe he just hibernated himself like other famous sith,awaiting for the perfect moment,maybe he understood he could not defeat the sith while the republic was recovering.Appearing 300 yeras after to lead is the perfect strategy.

Techinacally he never actually was a Sith he was a Sith just out of necessity, he always wanted to protect the Republic and so he turned to the Dark Side out of necessity, I dont consider him a Sith Lord more like a Anti-Jedi.
