This is where they set off the sirens in Monroe County, Indiana, aka Bloomington, Indiana. The sirens in the county area are Federal Signal 2001's.
IUPD sets off the Whelen (voice capable) sirens (which are Whelen WPS-2809's), and also talk on the siren mic. (They have to speak slowly because it usually makes that garbling sound)
The tone that you hear is the communication (polling) of the warning sirens from the old scanner.
