Actually, shrines can be named after a variety of things. For instance, my town is Iwamizawa (Yes, I know what the name sounds like.), and the main shrine is just Iwamizawa Shrine. There's also Hokkaido Shrine, which is named after the island. You were right about the god names, though - lots of smaller shrines are named after their patron deities. Others can be named after their patrons, too. It all depends on the shrine and its history, I suppose.
