Not necessarily. One of the symptoms of Tourettes is having compulsive tics, but they aren't always verbal and when they are, they aren't always obscene.

This is a surprisingly accurate portrayal of Tourette's Syndrome. The wide-spread misconception that Tourette's is displayed only through bursts of profanity is a result of vulgar shouting being more noticeable than small hums or similar, as seen here. Thankfully, those who are actually afflicted with Tourette's usually don't spout obscenities uncontrollably - those who do are usually emulating Cartman.
