This money was not likely a part of the Black Budget. That amount IS delared to congress, and sometimes detailed in closed hearings. Congress would not be raking Rumsfeld over the coals on that part of the budget -- they know how to dance the Potomac Polka.
These amounts had to have been part of general appropriations for these hearings to have been public. That is, unless the Bush admin. was even more insanely inept than its worst critic imagine.

If you read below, what we are saying is we want the government to be MUCH smaller.
In our current political system Democrat = Republican. There is very little difference.

The question is how do they do it; by what means do they generate that kind of cash. Whatever it is, it ain't legal, and you can bet the farm on that.

I think you are refering to the Black Budget. I'm fine with that. My problem is 2.3 trillion is almost double our entire budget. This is money that had to be printed as we didn't take in near that in tax revenue.

Believe it or not, some that money is not supposed to be 'ACCOUNTED' for. You can't account for budgets within a budget that aren't subject to oversight by law.
