Although these phenomenons are rare, of course they can happen. Maybe that's why they are called 'freaks of nature'.
In this case, any person with common sense will know that cats, even with wings, could NOT really take to the sky because of their heavy bones and muscular bodies. So whether these winged cats can fly or not is not really important! The point here is that it's very unnatural for cats to grow/have wing-like appendages.

its not unususall i mean, its like a 2 headed cat or a 5 legged dog or even a 9 tailed fox!!!!! its all bird defects its all real they did a news segment on it i saw on the internet it was a real one to!!!!i dont remember the url tho it was like 3 years ago.they can co like a centemeter off the ground for like 3 secs thats all

Wings started to grow in that cat when it became stressed out.
