I can tell just by looking at your water battery clips that the output impedance of your water batteries is very high, probably 10 Kohms or greater. If you used lemon juice, the output impedance might drop to 500 ohms, just a guess.
A car battery's output impedance may be as low as 0.03 ohms. You can derive it from the "maximum cold cranking amps" spec.

Every battery has it's characteristic output impedance. Connect a variable resistor across your water battery and set it so that the output voltage drops by 50%. Voila, the resistance that you measure across the variable resistor is equal to the output impedance for the battery.
You have just determined the model for your battery: An ideal voltage source in series with the output impedance resist.
