That was why the East and West broke away from each other because Rome wanted to be greedy and take all the power of the Church. That's what its all really about. But never in history (until 1054) was Rome above them all.

The problem was the great schism of the east and west Catholics in 1054. They excommunicated each other. So that after that what ever made as treaties after that was considered as heresies most especially against the Roman Catholic Church instead of considering these progress.
