And that starts at 0:03.

There's another part of the story where Sanchez talks about Mike Scott's Response to Backlash, but that's an earlier segment, which is linked to video.

So, I'm not sure what's so funny.

There is no preamble to what we're hearing at the start of this video. You don't know what's specifically being talked about. I just start listening to this & they're talking about federal money being pulled. But for what specifically?

I can only glean that it's because he wore his uniform at a political event; but at certain points it sounds like it's being argued it's simply because their sheriff spoke at the event at all whether wearing his uniform or not

As stated previously, the first part of the story where the Sheriff says what he did "because he wanted to" is another video that is linked to video.

As you see from my uploaded videos I don't edit segments. What Sanchez was talking about before was viewer/twitter comments which you see at the beginning of the clip. The 1st part of the story is over 7 min and this clip is 4 min. And YouTube only allows 10 min. clips.

That's not the beginning, The word "and" denotes 'is an addition to'. It exactly like coming in on the middle of a conversation. Sanchez starts off telling us that what we're watching is "another part of the story". That means this video doesn't contain the first part.
