Dunno if it helps you but basically Raffarin says at first that we needed a debate. Then he says his sentence in poor english. Eventually my commentaries just take this whole thing out of proportions : things like that guy broke up english language, he shocked all the world and so on...

C'est sûr que s'il n'y avait que le Oui, le référendum n'aurait plus besoin d'être organisé !

La France a voté NON à près de 55%, malgré cela il y a quand même des directives européennes du genre interdiction de la culture personnelle des plantes médicinales (qui sont interdites comme le Cannabis) afin de permettre l'épanouissement des multinationales...

Où est la démocratie dans tout ça ??

I dunno why you English-speakers get so offended, at least this guy tries to speak in other language, you gringos come to another country and u dont even try to speak in that foreign language ¬¬, and beside that you think your language is the only one and we all have the obligation to speak english, so you can still being lazy about learning another language

a part le win du debut de phrase, si on reflechie bien ce qu'il dit a un sens. Il dit que le oui a besoin du non pour gagner face au non, en gros qu'il faut y avoir débat entre le oui et le non pour que le oui soit reconnu comme juste.. ce qui concorde a ce qu'il dit en francais juste avant.
