@xxnoangelxx its inviting everybody to pray together on the holiday. even the ones who sin and are not on the best way. and we ask god to agree on that. its the first prayers on the eve of the holiday

The translation approximately is as follows:
In the first part we ask the Heavenly Court and the Earthly Court to permit us to pray together with the sinners. This represents a moment of solidarity with all of mankind, however fallen, however damaged. On this holy night of Yom Kippur, when the mitigating factors of our sins are being considered, we cannot exclude any of our brethren.
If God is to overlook our flaws, we cannot be peering too closely into the shortcomings of others.
