South Carolina Gov. Mark Sanford says he's not quitting despite intense scrutiny and criticism over his affair with a woman from Argentina. He tried to get back to governing Monday, starting a state budget board meeting with an apology. (June 29)

Anything could've happened in this notorious tornado-ridden state while he was disconnected from all communication.
