pretty much- the railways in the 1950s operated in virtually the same way that they did back in their 'golden age' of the late 19th/early 20th centuries, when they had a monopoly on practically all transport. The railways were shattered by WW1 and (with a few exceptions) were never truely able to recover during the 20s and 30s. By the 60s BR needed large-scale changes in business/working practices to stay competitive, but the Beeching Axe was nowhere near being the answer.
