I am trying to build a similar craft for my senior design project but am having some problems with the craft actually "hovering" enough for it to easily move across a surface... Could you tell me if you did anything special to the skirt in order for it to move so easily?

The batteries are both 18v Ryobi.
The motors are Rule 12v Inline Blowers.
The material was just some waterproof black fabric. I think it's vinyl. We used it at our Scuba shop for gear bags.
The steering was pretty simple (but it took me some time to figure out) . Basically a RC car remote and receiver that I bought on eBay connected to a servo that is connected to the steering fan via small rubber band/belt.
