From the DNR Website:
Fish other than minnows may be used as bait. Typically, bluegills and perch are used in this fashion. However, if there is a minimum length limit for the bait fish on that water, it still applies.
There is more on the Wisconsin DNR website. I can't paste all of it here.
Basically, it is legal to use perch as bait in the state of Wisconsin.
