Look. A world order is the one main leader from each nation. So a new world order are different leaders from each nation. Gordon brown is talking about how the old leaders of nations have changed along with their political ideologies. The major westernised nations including Russia are no longer waging war amongst them selves, That is the kind of change he is talking about.
