Well, those four came from series that have the same Art Director; Derrick J Wyatt. Considering that they have a similar aesthetic, plot design, and Art Director, there are bound to be similarities between aspects of the show. Of course, that doesn't mean people should bash that fact, it's just an interesting thing to note.

well for one the tt twins are not evil the just what to have fun even if it means destroying the city. also they become apart of the teen titans. 2 the tf twins do what there ordered no questions asked (lighting has a heart attack if some one even thinks about telling them what to do). 3 thunder's power is sound. jet storm's is wind WIND there is a diffrents (sorry but i love the jet twinns and tt twins) but it waz a ok show lol (i loved most of it)

I can see how the charecter similaritys with Thunder and Lighting but the elite gaurd was made up before teen titans came out(atleast as far as I know)

I don't believe they are copying as much as just having a few homages. But I definitely see the similarities. I still want to buy the jet twins though :)
