That's Harlan Lattimore (known as "The Colored Bing Crosby"(!)) on vocals. This is probably the best version I've ever heard of "Ill Wind", the moderately successful followup by writers Harold Arlen and Ted Koehler to their giant hit "Stormy Weather".
