Is this the same IOC that scolded Mr Usain Bolt when he celebrated his stunning victory in 100 metres final at the Beijing Olympics last August?

i watched him in ahtens; couldn't wait for beijing; looking foward to london. he is the greatest olympian of all time, and still remains humble. congrats to michael phelps, his family, and our country!
