This run is clearly marked as a TAS. He's not trying to hide the fact he tool-assisted it because there isn't reason to. It's not a bad thing, nor is it cheating.
It would be cheating if he tried to pass it off as a non-TAS (human played) play. That's cheating in the same way an aim-botter in an FPS would try to hide the fact he was aimbotting, because it's helping him win.
Now imagine you're in a league where aim-botting is allowed. It would no longer be considered cheating.
