I think this track was written specially for the episode "Stark Raving Mad" by Xenomania. As far as I know, the full version was not published.

In the final credits of "Totally Spies!" there is such information: "Score music by Brian Higgins, Nick Coler, and Tim Powell (Xenomania Music)" Probably these tracks also are written by Xenomania.
