This isn't a mod. You can only do this on the PC - Summon a Zombie and open the console (~), select the Zombie with your cursor and enter the following:
createfullactorcopy
Do this a bunch of times and voila, you've got a Zombie infestation. Your original summoned Zombie will still be there and will attack the others, but you can get rid of him by entering kill into the console (whilst the Zombie is selected).
Woo 100k views :D
