The "green background" because the birth certificate was copied onto a piece of safety paper, which is green (or a number of other colors). That copy, on green paper, was then scanned into a computer. Put a piece of blue paper into a copy machine and then copy a page of a book and then scan what comes out. You'll be shocked.

A certificate of live birth is a birth certificate. The thing that Geller is referring to is something that's given to parents as a keepsake (the one with the nurse's signature and the baby's footprint) and it has absolutely no value as a form of ID or proof of citizenship.
