I remember this ad because of the jingle and the odd "plastic mannequin" look to the model's face. It's circa 1963 or 1964. Honestly, that girl's face looks like her makeup would crack and peel off if she cracked a smile. Way too much makeup. I was a pre-schooler when this originally aired.

Yes, 'misskoool', one minute ads were the "standard" length during a typical "commercial break", from the late '40s through the early '70s. By then, rising advertising and production costs forced most advertisers to limit themselves to 30 second spots...and more often, 15 second ads now. By saving money, they created what's now known as "clutter". This ad probably first appeared in the early '60s; Chemstrand sponsored Barbra Steisand's initial CBS specials in 1965 and '66.
