Technically, you are correct, there was a series of citizen academy exercises in 2008. As it was presented to me by the SPFD, this initial group was considered a "pilot" experiment and was valuable in designing this first "official" citizen's academy. If you are a member of that group, congrats. We have raw unedited footage of that group if there is any interest in posting it.
