Another point would be that they would have to have a world conglomerate of providers doing the same as virgin, not just a few companies, because the internet will always be about getting hit and advertising, and if virgin or others start limiting access, another company will counter that and give total access, and everyone will connect with them, simply for the freedom.
And even if your proposed situation occurred it would still be just a seasonal pattern of oppression and freedom. Does that sound acceptable?
