Actually this isn't as ridiculous as it sounds. You have to look at the context. This law was to ensure that the next Dalai Lama would come from China under the government's control
Besides the Dalai Lama is literally a God King position to the Tibetans. And this position of God was created by the Chinese court in the Qing dynasty. So if they can create god, why can't they control reincarnation. Of course I say this not because I believe it but the Tibetans do believe in Dalai Lama being god.

Another thing, Tibetan buddhism as much as it is peaceful and stuff, is really stupid. It is well documented that it was the Qing emperor that created the dalai lama and all the other positions that the tibetans worship.
Why the hell would anyone in the right mind worship a human being in an artificially created position is really beyond me. Especially in this day and age where information flows freely.
And does the Dalai lama really believes he's god?! So absurd..
