Dragnet was notorious for showing all the actors, suspects or police as smoking almost constantly(not surprising considering who some of the sponsers were). Mad magazine in the 1950's did a hilarious parody of the show and re-titled it "Dragged Net"--all the characters had at least 3 0r 4 cigarettes sticking out their ears, between fingers, etc etc...gotta love it.

Stacy Harris was the bad guy there. He and Jack were best friends.
Harris was in the first Dragnet, The Big Bomb.
