By the way, Toadman's rain is not unavoidable damage. You can stop his attack by shooting him while he's activating it. That's what makes him pretty easy.
Megaman 4 and 5 are both decent games in their own right, their biggest problem is that they don't have the creativity of Megaman 2 and 3. They still have really good music, though.
The Megaman series didn't really start to seem phoned in till Megaman 6, that game was crap.
Honestly the problem I always had with Mega Man 4 was it felt like a cheap knockoff of Mega Man 2. I mean, they copy half of the powers, the Wily levels are REALLY similar, etc.
Toad Man and Pharoah Man are good ones to start with.
I think 4's alright, it's still hard and not boring like 5 and 6. the weapons arent all flat replacements, and you're intended to switch weapons frequently based on situation, like in 9. One thing I really appreciate is that the charge buster was in there but the game was still kind of designed around rapid fire shots, so it wasnt really unbalanced, slow, and shitty like the 4 games that followed it. the game still had a fast pace to it.
