What would anyone else need handcuffs for at a demonstration unless it were cops?

What's a demonstrator going to handcuff, another demonstrator? It would be stupid for a demonstrator to handcuff themselves to something because any cop will have a key. Ray Charles could see these trouble makers are cops.

There nothing new here, Toronto, Montreal, Québec, Montebello, Pittsburgh... where ever there is civil disobedience there are always Police Agent Provocateur (PAP) among the crowd of Anarchist and social misfits who start and/or provoke the unruly outcome of events. In many cases such as was the case at last summers G20 protest in Toronto Canada the cops actually helped out and prepared the stage for the outcome. It's a mind game to prepare the general public for what's to come.
