I am getting only 22FPS average while playing GTA 4 on medium settings and 1024x768 resolution. Why? What's the problem of such low FPS? can anyone explain me?

this is patch 1.0.4.0 right? and not 1.0.7.0? i guess the game runs better at older patch? cause i run it on win 7 32bit intel i5 650 3.20 GHz and 4 GB ram ddr3 1333 MHz just like yours but my vid card is gtx 460 1GB ram gddr5 and it still facking lagging! and textures are facking annoying flickering every 5 seconds!

@GamePlayUpload Thank you, sorry about that, I did it very quickly, it was a test. I will upload better vids of gta next week, my memori speed are 1333 mhz and my cpu are i5 650 3.20 GHz.
